		<description>Long long ago, when I was but a simple farmboy doing graduate work at SAIS and working on the Hill for a neighbor of mine, I gave a background interview about new legislation to a very friendly journalist from back home.  Not only was I misquoted, but I was quoted by name - a glaring violation of protocol.  Ever since then I have realized that reporters write at an eighth grade level not because that is the average education level of their readers, but because that is the average effective education and maturity level of most folks with a degree in journalism.</description>
