		<description>A Florida district court has also struck down parts of a Florida statelaw which prohibited state-funded institutions from funding travel to or research in or with embargoed countries, even though such travel and communication of information is specifically permitted under IEEPA and the Cuban regs. The Cuban regs are grandfathered under TWEA, which, unlike IEEPA, authorizes travel restrictions; but, the Cuban regs permit travel for research and scholarly purposes.</description>
