		<description>If Golden&#039;s only response was to tell OFAC it wasn&#039;t going to pay, one must wonder whether the Department of Justice will actually file suit to collect the assessed penalty.  There are no other enforcement measures or sanctions under IEEPA&#039;s penalty section, 50 USC 1705 (a little fact BIS ignores when it issues denial orders that have no statutory authority).</description>
