I don't think the LM2500 is even subjected to EAR 9A002. The power generated did not meet the requirement stated in 9A002. Correct me if I am wrong.

I believed Obama is just doing due diligence checks on the defence ties established by Bush.

For the Obama Administration to block work a previously approved license for a project with an important strategic partner like India at a time when we desparately need export revenue is utterly irresponsible and perverse. Aside from the revenues from this project that could offset a fraction of the current account imbalance with India, the message this sends to potential buyers and allies is that the United States Government under Obama is completely irresponsible and just as unilateral as the last administration.

Interesting that this announcement regarding GE and DDTC comes at the same time as the announcement that DDTC has approved a large Boeing deal with India.

Without prejudice to your comments regarding the Analytic Methods settlement, this case may present a useful opportunity to compare enforcement and settlement strategies of DDTC and BIS, particularly in terms of requiring respondents to apply major parts of fines to the improvement of ICPs - something DDTC frequently does but BIS rarely (if ever) does.
