		<description>There was no WMD Executive Order in 2004 for OFAC to use to target the AQ Khan network.  Although the WMD Executive Order was finally in place, the AQ Khan network designation was a political hot potato that the State Department and White House bantered around for over 2 years.  This action is kind of moot now but
it took this long for the politicals to agree on it.</description>
