		<description>I have a fair amount of contact with the Bureau of Industrial Security on export control issues and they never strike me as very tech-savvy.

They also have a number of restrictions on their computer systems -- including an obnoxious, but avoidable, firewall that strips all attachments.</description>

		<description>I also think its simply a clerical problem rather than something intentional.   Folks from BIS drop by here regularly so hopefully somebody will get it fixed. A missing link was fixed a while back shortly after we complained about it.</description>

Previous to your comment, I had chalked this up to clerical scanning issue, I really didn&#039;t want to believe that the BIS would intentionally make it difficult for the public to access these documents.  Has anyone asked BIS what is going on?</description>
